Why would Muslims even WANT to "fix their religion"

Why would Muslims even WANT to "fix their religion" when it clearly is such a useful bargaining tool in their relationship with the West, to have "uncontrolled" thugs running around causing mayhem in the name of Islam? It is clearly a type of religious protection racket: "you accept our religion in your society or we will send thugs to disrupt and destroy your society". The Saudis can also rake in the dough and get some high tech weaponry to protect their elites, while continuing to oppress the downtrodden in their society. A very tidy little racket, why on earth would they want to "fix" it?
