Did the orthodox really dip to 5%?

How did they figure that only 5% of the world's Jews were orthodox back at the end of WWII? It's my impression that while Mizrahim don't go in for shtrimls [Chasidic hats] and 18th century Polish shtetl garb, their practice and approach to Judaism has never really undergone enlightenment.
