1995 prediction based on 1993 bombing of WTC

What is so magical about predicting a second attempt to destroy the WTC after the 1993 failed attempt?

I believe ramsey yousef, involved in the 1993 bombing said at his sentencing for the 1993 attack that there will be a later attack.
