Suggested Plan for Reconstruction of Gaza

The entire world is obsessed with the humanitarian crisis confronting the population of Gaza. Why can't Israel offer Hamas an exchange program, along the following lines:

For every truckload of food or fuel that Israel permits to enter Gaza, Hamas must turn over to Israel a Kassam rocket, rocket launcher, mortar, or explosive material. For cement , piping or other critical building materials, Hamas must turn over longer range rockets. For Gilad Shalit, an even more generous transfer of materials would be permitted.

Who would obect to such an offer (except for Hamas)?
