For anyone interested I just posted an article on my blog to explain in a little more detail why these building projects are against the First amendment.
There is legal precedent to have these projects declared in violation of the Constitution.
In Lamont v. Woods the 2nd circuit court of appeals stopped USAID projects attempting to fund construction of faith based schools. The Court said that the Establishment clause extends beyond the territorial borders of the U.S.
The Lamont case, if used as precedent, could stop a great many of these type projects going on around the world. It is time someone filed a lawsuit. No particular qualifications needed since any U.S. taxpaying citizen can file suit in Establishment Clause cases.
