Muslims (and others) cannot really help it

Middle-Easterns, North-Africans and people from the Indian sub-continent cannot really help it. This idea of "Basic Cleanliness", as you call it, is indeed European. There might be exceptions, like rich the oil-rich Muslim nations, where "Basic Cleanliness" is observed. But, I don't think you can expect someone from the Middle East to view cleanliness in Germanic terms...
