How do you defeat a culture?

Previous attacks on Israel were defeated through victories on conventional battlefields, but the situation with the Palestinians is less black and white. It involves more of a fight against an anti-social culture characterized by religious intolerance and the glorification of violence.
Religious intolerance show itself in the hateful and religiously disrespectful rioting around the Temple Mount, motivated by fake news about Jewish predation against the site. Incitement in this regard has been going on for decades. Another example are the obscene shooting attacks against Jewish visitors to Joseph's Tomb in Nablus.
Violence and attacks on civilians are glorified and rewarded as martyrdom (and excused by the Left).
Incitement is preached in mosques and lone wolf terrorist attacks are one result. Such one-offs are extremely difficult to counter.
Israeli attempts to separate from this dangerous culture are denounced as racist, as apartheid, and virtually all world governments support a two-state solution and denounce any Israeli attempt at territorial expansion. Israel's vital ties to other countries, especially Muslim ones, greatly limit her freedom of action.
This is not a black and white battlefield situation. I really don't know how one wins over an enemy culture, but perhaps the solution starts with a willingness be politically incorrect and to sacrifice some international acceptance for the tough measures needed protect the innocent.
