Shifitng fortunes, like shifting sands, are hard to track if not jealously guarded; or in the preferred currency of barrels, controlling how much too produce when not really able to control costs/prices. The American interferences of energy production in the last tweny years in some ways mimic that ages old crisis that changed the American political landscape and those tactics apppears to be in resurgence again. Differing results will occur, since then, the holders of the economic reigns/reins were of a different era and thier heirs are not so compliant. Not all actors caa be trusted; not even the 46th America Administrative Chief Executive.
