Apparently, while Israel is still reeling with issues of government change, the lull in fulltime hostilities afforded an opportunity for the 'other' actors in the region to assert a potentially differing 'vision' of how the Middle East might look like if the region can put together some plan of action that would achieve reasons for stability while keeping the world outside from interfering. The Iranian Islamic Regime would love that; the reason for that is in the inference in the one article releasing the announcement.
It would also reinvigorate the tactical attitude of partitioning Israel for replacement by 'Palestine.'
