@Daniel Pipes, that's an interesting way to look at it but I am not sure it is valid because there is an overhead of extracting, processing, transporting etc that has to be done by foreigners. If you removed all foreigners from Qatar then Qatar would not be able to trade its gas with others and there would be no income. The per capita income has to include all residents who are consuming and producing.
