What does 'integration' actually mean and why would it stop Islamization?

After all, were the Muslims of Iran not 'integrated', is that why they opted for Islam to rule over them?
Were Arabs in Saudi Arabia not well integrated and thus chose Islamic law?
If Muslims (in Europe or elsewhere) want Islam to rule the land, then it's down to whether they have the numbers to make it happen. This 'integration' is an illusory panacea.
It is quite possible that Europe will urge people who received their European passports in recent decades and their offspring to leave and might also pay them handsomely to do so and give up their European passports.
It would be extremely expensive, though over a period of 20 years it might pay for itself.
