I would say, 'if you can't be absolutely sure he's not a jihadist sympathiser, keep him out'.
They see the harm in terms of harmless ones kept out. I see the harm in terms of jihadist sympathisers let in.
And if you let a great many people from such countries immigrate to the West, barring those you are fairly sure are Islamists, you will end up letting countless harmful ones into the West.
One should need a reason to let anyone from those countries immigrate into the West rather than need a reason to keep one out.
