I think "knowledge of the outside world" doesn't translate into a hedge against poor decisions. Regardless of what one "knows" they are always biased. Is their bias good or bad in regard to something specific. Whatever, Obama and his administration "know" about world affairs, we now find America in a far different position in middle eastern affairs and Cuban affairs than before his decision making, and I would say, a worse position.

No doubt, Tillerson, like any thinking person, will consider what "experts" have to say. And, if 5 of them are for one position, and 4 for another, he could go with the 5, but then again with the 4.
