Definition of terrorism

The term "terrorism" had, historically, the meaning "causing terror' and normally referred to an unexpected bombing of a military outpost by one or a few individuals.

But in post-WW II times, esp in the last few decades, the best definition of terrorism would be, I think:

" The DELIBERATE attack on INNOCENT civilians, out of political or religious motivations."
