Whoever did the attack were very good at terror, Quds Force/Hezbollah are very good at terrorism and could have done it to hurt Turkey for supporting ISIS/Syrian Revolt. No one can say they are beneath such acts.

Prof. Pipes may have missed this possibility (there is a first time for everything; he is one of the great scholars and thought leaders of our time.

While far less likely, other possibilities are Egyptian intelligence as payback for Erdogun's support of the Muslim Brotherhood and Erdogun himself as he is a first rate bad actor in his own right and desperate to win the upcoming election.
