I agree, Jay -- The Arabs continually shoot themselves in the foot, by forever hating, attacking and blaming Israel.

I think Daniel Pipes' point was that failed leaders like Obama and Kerry like to blame Israel for all their problems, too. That Israel is ultimately at fault, is the unspoken axiom of their logic. Every now and then, they let their tongues slip and actually say this.
