Difference between Baker and Kerry

Bush Sr. and Baker organized the Madrid Conference from a position of strength in the region after the Gulf War victory and the end of the Cold War, while Obama and Kerry try to twist Israel's arm from a position of weakness and unreliability in the region. That's not to say that Bush Sr.'s strategy was wise, but that he was able to launch a process with a strong hand of cards.
