(You can argue, of course, that the goal of that particular effort is unachievable in the short term, or that the means chosen were ineffective, but those are separate questions.)

i'm sorry to disagree with you but it is not a separate question - you can't shove democracy down the throat of people - no one ever could , maybe sometime in the future but not now and certainly not in the ME
