The problem is that Islamic ideology is impossible to deal with. Once land is controlled by Islam, it can never revert to anything else or it is 'occupied'. ALL of Israel is considered to be 'occupied' land in the eyes of Islam. This applies to 'waters' as well. This is an important part of the conflict where Islam as a 'religion' is acting like a national government. Only governments defend 'land' or 'waters'. These Islamic terrorist groups are actually the Islamic army, attempting to establish Islamic 'law'.
