Daniel, You're not nearly cynical enough.

Hamas and Fatah were running out of weapons and materiel needed to dig/maintain smuggling tunnels and wage war. Remember, with the price of oil down and Iranians facing shortages of everything except inflation, of course America needs to send 9/10 of a $Billion to them. How else could they keep up the war?
