Parts of Joan Peters basic thesis may be correct - though it's strange that others haven't followed through and done the same work with a lot more care.
However, other parts of it appear to be seriously distorted. Many/most of the early Zionists (and all the later ones) did their utmost not to employ local labour.
South Africans regularily defended apartheid by saying that black people from other nations came to work (and in their case, it was true). But that did not make their racial segregation tolerable, or their system sustainable.
