Daniel's idea is as good as any. The only lunatic ruler who willingly gave up nuclear weapons was Gaddafi. He did it right after 9/11, because he was afraid George W. Bush meant what he said, when he said, "You're either for us or against us". Little did he know, that "W" was a wimp like Obama.
