Yes.

A former head of the Israeli Security Agency quoted the Lubavitcher Rebbe as having said "Islam knew no limits, and would continue to engage in terrorist activity."

Terrorist make up their own ROE, i.e., whatever suits their agenda. And the more horrid they are, the more the terrorists employ them.

Interesting how Muslims are obsessed by "honor," when it's pretty clear that at least the devout militant among them have none.
