policing home and abroad

Is the US a shining example for policing in the first place? Maybe not. The US tops incarceration rates with roughly 9 times (measured by fraction of the population) more people in prison than Germany, or Afghanistan for that matter.

Exporting American police and military procedures based on a questionable track record at home into an environment that is hostile to begin with, is a recipe for disaster. Or imagine this: is any metropolitan police force in the US training street-gangs how to handle inner city violence on their own?
