What can Israel do? They are afraid of the Americans who won't even allow families to add rooms to their existing homes. Don't you think that the Americans (not to mention the EU and the rest of the world) would have seizures if Israel were to initiate another war. Do you remember the Goldstone Report? Don't you think that volume 2 would be even worse than volume 1?
