Political Islam, not religious Islam is the issue. No one cares if Muslims pray, or give to the poor. Political Islam needs to be seen as a philosophical threat.

Leave religious Islam to the theocrats. Seeing Islam as a religion renders it untouchable politically, hence the "War on Terror", when it is political Islam that is the problem.
