Tamara Audi raises in the Detroit Free Press the extremely difficult issue of appropriate law enforcement responses to suspicious behavior "around tourist attractions and critical infrastructure sites across the nation in an attempt to watch for terrorists." Until the issues raised in this article are addressed, the war on terror remains conceptually flawed. (April 23, 2003)
