Oman is still a Muslim state

However advanced technologically Oman may be, it is still way behind in human and women's rights.
Why you never mentioned this I do not know. Nor did you address their media and culture or their education system. Do women get a higher education? Are they equal to men regarding work opportunities, banking, civil rights such as marriage? Is there free speech? Dissent? Does the country encourage the reading of foreign literature, philosophy, etc? Are movies and western music allowed?
No country can claim to be making progress without all of these. You cut them too much slack. They differ little from the rest of the Arab world.

Oman is a traditional country with a relentless modernizer. Meaning: modern laws are on the books and modern institutions have proliferated by old ways still obtain.

I see this as progress that has a long way to go.
