Two Palestines,... so thinks the CIA

Every time I look up the CIA World Fact Book, I am puzzled to find no listing for Palestine. Instead, they list "West Bank" and "Gaza Strip" as two separate countries. It seems to be official politics in the US and dates back to Clinton, as far as I know. What is the legal basis for this US position?
