Dr. Pipes, in his latest book, The High Cost of Peace, Bodansky alleges that George Tenet had plans to assasinate Abdullah and replace him w/Bandar (hence lending a victory to the heavily anti-Iranian Nayef-led faction over Abdullah's). Given Tenet's recent actions to cover up his softness on Iran by framing Chalabi as an Iranian agent, I think the possibility that Tenet was planning on killing Abdullah while framing Qaddafi as not really reformed (thus also discrediting the Pentagon's/Bush's claim that deterrence works) should be explored, even though Tenet has just resigned (could he perhaps still be lurking in the shadows?).
