According to Jack Straw, Justice Minister, Jean Charles de Menezes did have a straight visa for UK. So much disinformation (aka lies) out there it is a job to keep up, but do try. The police arrest suspects, the army kill the enemy. When the police start acting like the army, consider the possibility that they might really be army.
