This piece by Norvelle Atkins seems to suggest that the distrust and contempt of Arabic speaking countries for their rank and file never really went away. And that is the reason why they keep losing wars to non Arabs be they Israel, Iran or U.S

The rationale behind using slave soldiers from different countries was that they would not be able to participate in court intrigues and capture power. But they managed to do that anyway.
So here the modern Arab countries take it a step further and find ways to do away with their most talented generals as their success and popularity maybe seen as a political threat. While at the same time ensuring that the average soldier remain a semi literate incapable of independent thought or acquire any technical skill. The higher ups used to hide artillery and other manuals from their subordinates so that they would not learn and these precious skills would be the exclusive domain of the officer class.
Of course when they are taken out in war there is no one to fill their shoes and the army has no choice to call it quits.
