America's enemies rely on our civility. If the American people decide to simply 'hit 'em hard until they say uncle' without regard for loss of life, we can pummel a society into the early Stone Age. Or eliminate as needed. If the West decided to play by the same rules as its enemies, a slaughter of historic proportions would begin.
