One of the aspects of monotheism is that everyone is answerable to one source of life. This includes who is protected by the law.

So, given that there are those who claim to be Muslim and insist on two legal codes, they are communicating that they are polytheists.

Which is interesting, because Islam loves to portray itself as monotheistic.
