Exactly how would this have done any good in the Fort Dix case? And at this late date if a terrorist were to "immigrate" to the USA, I doubt he/she would be telling the truth anyway. How about just blocking all muslim immigration until the muslims can attest they respect the rights of all peoples and religions?
