Blame America for Everything?

I don't understand why everyone in the world is determined to blame every problem on America?

The United States today is the biggest scapegoat in the world, a convenient target for every nation or group that refuses to take responsibility for its own problems.

Even when the evidence clearly shows Iraqi responsibility in this particular instance, there is a willful blindness in the world, an ideological "Hate America" presumption that colors all events.
