The short article was full of useful information. As for the future, I worry that there may be at least 100,000 people remaining in Iraq from the various military and terrorist forces who will perpetrate economic sabotage on U.S. projects soon after the major utilities have been installed. (I assume that not all of them will want to die and so will want some basic utilities to be in place.) But as soon as further economic projects are being built, to really advance the Iraqi economy, they will try to destroy the facilities. The U.S. may therefore need to create and preserve a large anti-terrorist force to preserve the facilities.
