Allah has a power to change hearts of people but He will not change them forcefully. Because if He changes them forcefully, then there was left no meaning for Judgment/Day of Judgment, Punishment/Reward in Hereafter.
So what He does, He gives them a length of time to let them choose and do right/wrong deeds whatever they like and then catches them as the time ends and they get punishment/reward based on their deeds.
In general, people will get reward/punishment at the Day of Judgment and in Hereafter.
However, Arabs who were addressed/preached by Prophet(sws) in his lifetime were special (not superior) in a sense that they were to receive the reward/punishment right here on earth as well as in Hereafter.
Here is what Quran says about changing hearts.
6. Do you think that in the case of the polytheits of Mecca and being told that they will be killed unless thay converted to Islam, this is a case where Islam was indeed spread by the sword?
Yes this is true for all those polytheists who were addressed/preached by Muhammad (sws) in his lifetime.
Let me tell you, all polytheists will receive punishment in the Hereafter. But above mentioned polytheists were special because of Muhammad(sws) and they were to receive punishment right here on earth as well as in Hereafter.
All other polytheists (excluding the above polytheists who were preached by Muhammad sws) cannot be forced to convert to Islam.
If it had been thy Lord's will, they would all have believed,- all who are on earth! wilt thou then COMPEL mankind, against their will, to believe! (The Noble Quran, 10:99)
7. And here is your bonus question: "If Allah created all, then who really created your Allah?" (see Sira pages 571-572).
Allah is Creator, while everything else is His creature. You cannot compare Allah with any of His creature, because nothing is like of Him. He is beyond your comprehensions because your comprehension sees His creatures not Him.
And like I say: you are here to spread the religion of the Arabs and you ain't one.
Islam is not the religion of Arabs, it addresses everyone including you/me. If you have ever read Quran, you will find many places Quran addressing all mankind. Why Arabs were special, I had clarified you, but if you are not then I repeat.
God selects some of the people in different period of time and sends a Rasool toward them. The arrival of Rasool brings Judgment of God on earth which is a preface for the Final Day of Judgment which is yet to come that includes everyone. In this judgment brought by Rasool, God judges people on earth. Muhammad was Rasool so all those who were preached/addressed by Muhammad were to be judged on earth.
