Effective and Necessary Profiling

Is there any professional out there that can or has created an incoming and outgoing profile for all service personnel, government employees, teachers, professors, ceo's, etc. that would screen these potential dangerous individuals?

There has to be someone that has the intelligence, background experience, to initiate such a profile document. This is 2003. Come on Drop all the red tape and let's move forward Kala
