We have the same here in Australia. A year or so ago I spotted a man on a quiet Saturday afternoon in Sydney - taking pictures of tall buildings with a camera partially concealed under his jacked. He walked around aimlessly and eventually went to a burger store to eat. I called police 3 times before they even responded - by the time they had gotten there he had already left and last minute got on a cruise ship for lunch. I was not waiting around for the Police so I took some video clips of him as he had lunch - at least if anything happened I had him identified - at least on video.
When police arrived I had to take them to the cruise ship and they went on board and questioned him - at no time did I seen them request the camera in his possession and the police shrugged their shoulders (obviously satisfied there was nothing suspicious) and left.
With that attitude by our authorities we must be the laughing stock of potential terrorists. We welcome the threats with open arms - incredible!
