And they have had a technical university far better than any in the Arab world (and indeed most of the world), also for decades. And they have had the incentive of living literally under the gun, again for decades. If they don't have sophisticated high-yield plutonium weapons their governments, scientific establishments and military command structures have always been composed of fools - not something I would bet on if I lived in Teheran.
