As long as Vicente Fox can push his poor people across the border into the U.S., he will do nothing to improve conditions in Mexico. Bush doesn't want to curtail this immigration because it undercuts the American organized working class, whom he abhors, and it might "destabilize Mexico" were we to close the border. ...
