Please see my comments to Jackal. Mathematically speaking, when the known risks substantially exceed the unknown risk, then any mitigation of the unknown has no real value in the global view. Case in point, the recent crash of the Comair flight in Kentucky----put more money into flight safety to mitigate the known risks and then you're doing something.
