well they have been planning all this ever since the creation of their state. that's the idea that defines Pakistan or else they will fall apart. all these days I was critical of India's 'soft' response, but looking at results of Israel's hardline policy makes me wonder. This is certainly not the right time to take any pro-active measure. This is a war that will go on for decades. The scale will be upped by Pakistanis with the backing of US military. but ultimately its all about attrition and who will survive it. just hope that the 'terror' media of the liberal west does not start its dance the way it does in Israeli wars/affairs.
