Please elaborate on how Israel can prevent Hizballah from receiving the weaponry.

Iran has provisioned these 12,000 rockets to Hizbullah without, so far as I know, the IDF making any efforts to prevent the transfer. While some rockets might slip through, the Israeli forces could surely stop the bulk of them from reaching their country's northern border.
