You have not mentioned problem of Islamic terrorism . More than 80% Indians are living under threat of Jihad and being targeted in temples, railway stations, bus stations, shoping complexes because of their religion. India is unable to solve problem of J%K because it is not law problem it is extention of prolonged jihad launched by followeres of so called religion of peace and compassion on non-believers from last 1600 years. Try to come out of myopic thinking and realize the gravity of situation.
