Who Will Indict the UN for Aiding & Abetting Terror?

With the UN being worse than useless in their stated mission of defending Israel against attacks by Lebanese, why does Israel sit on its hands instead of accusing the UN of aiding terrorists? With their additional complicity in the horrors of Jenin, where militants sent almost two dozen suicide attackers and killed almost two dozen Israelis during raids, who is watching the UN?

Is it the UN's stated goal to help Palestinian terrorism? I didn't see that in the UN charter.
