Shut Down Resources for Wreaking Terror

It's good to know that it is foreseeable that there may be a peace agreement somewhere down the road.
Perhaps when there are no longer resources available for wreaking terror maybe something bad won't happen.
But what's to stop humanitarian money from being redirected to more terror?
