Which officials are corrupt?

If a "culture of corruption...pervades the upper reaches of the White House and several departments", it would be interesting to know exactly who these officials are. I have heard this charge before, but do not recall anyone actually naming names. Who are we talking about here? More importantly, who in the present administration is on the take? It is easy to make a charge like this, but I would like to know who these people are.
