How could Muslims change?

How could Muslims change when their Allah-god has terrorized them with verses (Ayats) like the following one for not believing what he has said in the Quran :

4.56: As for those who disbelieve in Our communications (i.e. the words in the Quran) , We (Allah) shall make them enter fire; so oft as their skins are thoroughly burned, We will change them for other skins, that they may taste the chastisement; surely Allah is Mighty, Wise.
